Return it to normal and it drops to 1995Mhz and goes back to "VRel" limiting factor. Which is not surprising since the game im currently playing isn't particularly GPU heavy. Uploading a folder shouldn't hit internal limits.

I solved this by getting a domestic paid vpn directly conpatible with csgo. I threw some voltage at it, and it went up to 2010Mhz, now the new limiting factor is "utilization". When uploading a single folder through the web interface, you can get throttled if that folder holds a large number of files. I get 100mbps on speed test and get around 10-18 megabyte download speed on steam. It's just telling me that the reason it does not go up to, for example 2005Mhz, is because of "Reliability voltage", that is the limiting factor in my case. Same goes for my RTX 3070, which is currently being limited by Reliablity voltage(VRel in gpu-z), but its happily sitting at 1995Mhz throwing frames at my face no problems. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the NG router gets from the modem. So you are in fact not struggling with something operating at a lower performance than it should, yours is in fact boosting above those numbers.
